You have to migrate them from ruby, sahire, or emerald.
If you REALLY wanted to you could use an AR.

The 3 Regis can only be caught in Ru/Sa/E, and then they need to be migrated from either of those games into D/P. Besides cheating, there is no other way.

The only way to obtain regice, regirock and registeel on diamond is to migrate them from the 3rd generation Pokemon games (ruby, sapphire, and emerald)

To catch them in diamond/pearl you have to get the national pokedex and go to full moon island there you will see a sign directing you to all three regis
