Besides transferring from E/FR/LG, you can use the pokeradar on Route 218 in that one big patch of grass on the island. He's not rare at all, but it may take a few tries. Another thing, he's only around level 18-20, so be wary. Don't bring only level 60 Pokemon, try a level 25.

To get ditto you have to go to Canalave City go to route 218 then in that grass patch there you have to use the Pokemon radar. I hoped I helped.
P.S He takes a while to find & catch.

Let me correct myself.
In my game, he was the third battle I encountered. So in my game, he wasn't all that rare to encounter. And for some reason, I mixed up Route 218 with Route 230. Overall, I apologize.
