You have to go to the museum in the oreburgh and talk to the spazzy guy inbehind the counter

In the museum in Oreburgh City. It's in the northeast corner of the town. Talk to the guy behind the counter, he'll revive your Pokemon for you.

You go to Oreburgh and it's the big museum looking building right above the poke center.

To the left of oregburh city you see some kind of labratory go in talk to the guy with glasses then you go outside go back inside the labratory and your fossil is alive!
