How do you get the guy blocking the exit to the cave going to the Pokemon league to leave????

Just beat the Pokemon League and get the National Pokedex.

That isn't the entrance to the elite four. You go there after beating the elite four, you need to go to the floor above that floor and the farthest you can go.

He isnt blocking the exit, he is blocking the way to Shaymin, which is opened after beating the Pokemon league. Keep looking, you'll find it, it is'nt that hard.
