You mean a shiny one right?
You can get one by either breeding a lot of them, and hoping to get one, or at the begginning of the game, choosing Piplup, and if it's not shiny, turn off the game. Your bound to find a shiny Piplup on the Trading Forums though.

It has to happen in the beggining of the game save right before you are going to get the starter Pokemon, then all you do is get piplup check if he is shiny if he isnt turn off the game then try it over and over again until you get him colored other than that you cheat or trade with someone who has it

If by special colored you mean Shinny then there are three ways. Start a new game and save right before you use the professers pokemon. Choose piplup. Just like in the wild, the Pokemon you choose has a 1/8119 (i think) of being colored, if it's not you can just shut the game off and select it again. The second way is to transfer a diddo from FR/LG/E onto your Diamond/Peral via the PalPark. Then take your piplup or any of it's evolutions (if you have one) and your diddo to the daycare. Breed them and make sure you have a magmar in your party avalable in R/S/E to speed up the egg hatching process. (Magma armor is an ability that most magmars have and when that Pokemon is places near an egg in the party it cut the egg steps in half) Hatch as many eggs as you can, after a few weeks there is bound to be a shinny piplup in one of the eggs. The third and final way is to use the shinny cheat via the AR and the Wild Piplup cheat to encounter a shinny piplup. Hope this helps =)
