It's in a house right of celestic town, it's the bit that requires rock climb, it's not a TM it's taught to a dragon just like blast burn, frenzy plant e.g.

Yes on the way too celestic town you need to take the road that was blocked by the psyducks and then head on up
When you reach the rocky hill thing head right there you will have to use rock climb and keep heading right then talk too the old lady in the house too learn the move
But make sure your pokmn is friens with you first
