Action replay is something people use when they're too lazy to beat the game theirselves. However, it is also the only way to get event-only Pokemon without actually going to the event. I really only use it to get the event pokemon.

Now, if you mean you don't know WHAT an Action Replay code is, well, they are using for a cheating system, Action Replay DS. They allow you to do specific things in the game that you could not otherwise do through normal means. Like there is a code to teach ANY Pokemon ANY move.
