They are Pokemon that are usually found in ruby or in the other older games. Go to Sandgem Town and talk to Dawn she will tell you to talk to her little sister. Go down from where Dawn is and go to the house on your right. Her little sister will be in there and she will tell you what Pokemon it is and what route it can be found on.

Here's the information that I know about Swarming pokemon.
Once you have the national pokedex, you can pay a visit to the little sister of the professor's assistant who lives in Sandgem Town. She'll tell you when Pokemon gather in large groups, and this will vary from day to day so I suggest to visit her ofter for all the gossip on Pokemon swarms! I'm not sure exactly what Pokemon they are, I think one type is magnemite, not sure about others though.
