After you get your 8th badge, go toward the ocean on the north side of Sunnyshore City. Talk to the girl there (Jasmine, the steel-type gym leader from Gold/Silver/Crystal).

From Jasmine ( johto gym leader) shes in sunnyshores beach keep walking North when you beat the gym leader you go to her and she will give it to you.
