The Pal Park is on th farthest East Point on Route 221, which can be reached by surfing south of Sandgem Town.

The pal park but you can only go their after you complete the national dex.

You go to the GBA game title screen and go to migrate, then you go to the ds game and head to the pal park to catch them, you will have 100% catch rate for each Pokemon every time.
