You need the Membership Pass from a Nintendo Event or AR. You fight Darkrai in there

To get inside Harbor Inn you must get a member card. The only way to get that is to type in the code to battle Darkrai in an action replay.

It's a Nintendo Event, which you can get only in Japan at the moment. It contains the legendary Pokemon Darkrai.
