The actual third trainer you face is in Route 202, however I'm assuming that you're referring to the Third Gym Leader. Actually, the third Gym Leader can be either Crasher Wake of Pastoria City, who uses Water Type Pokemon, or you can fight Maylene of Veilstone City, who has Fighting Type Pokemon.
