Question for Pokemon Diamond
Were do you find HM waterfall and were do you get quilfish? And last what lvl. should my poke'mon be to take on the E4?

Jasmine in Sunyshore City (in the beach) gives you HM07 (Waterfall) after you beat Volkner (8th gym leader).
You can fish in Iron Island for Qwilfish using the Super Rod. But you can only get the Super Rod after beating the E4.
Low to Mid 50s at the least. Low 60s at the most.

1. You must talk to Jasmine after you beat the 8th gym to get Waterfall.
2. You can't get Quilfish until after the National Dex. You will need the Super rod. I think you can fish them out at Iron Island. If you have no luck, transfer one from a past GBA Pokemon game to Pal Park.
3. You can do it at low 50s but High 50s low 60s is reccomended.

1. It is given to you by Jasmine at Sunnyshore city.
2. Iron Island.
3. The highest is a lv. 66 Garchomp, so mid 60s atleast.
E4 1 Bug
E4 2 Ground
E4 3 Fire (with the exception of Steelix & Lopunny)
E4 4 Psycic
Champion (Spiritomb, Roserade, Garchomp, Milotic, Gastrodon, & Lucario)

Ok Waterfall is given from Jasmine (the steel-type leader from Pokemon Silver, Gold, and Crystal) on the way to Pokemon league... And as for the E4 aroud lvl. 50 or more.

You can find the HM after defeating the last gym in sunyshore city then talking to Jasmine by the ocean. I think you cabn find quilfish by getting the national dex and using a good rod or a super rod. They should be around lvl. 70.
