There is two ways A. If you have an Action Replay use the run anywhere cheat and just go right of the Pokemon league. B If you don't have an Action Replay you'll need waterfall, defog, and I think strength.

You go into victory road and go in that cave that was blocked off. You have to beat the game first, though. You have to parter up to travel through the cave.

To get their you have to go back into victory road witch is the cave you had you had to go through to get to the elite four and there should be an opening that was blocked of by some hiker, well now it's unblocked and you can go through it. After you go through it you still have a little more of a cave to go through so be prepared. Just to tell you now I got mad because there was nothing their but trainers, grass, and a shiny rock that has no meaning unless you have a action replay or game shark or have gone to an nintendo event. Happy to help!

I'm pretty sure you have to defeat the elite four first.
