You get eevee after you get the national dex, you have to go talk to the girl who does the BOX system BeBe and she will give you the eevee

You can get an Eevee from the Bebe girl in Hearthome, or you can catch one in the Trophy Garden, but I think they only appear when you talk to the Backlot guy and he says he sees them.

Once you have the national pokedex, talk to Bebe in Hearthrome City. Also, if you talk to the Pokemon mansion owner, it could appear in the trophy garedn.

After obtaining the national pokedex go to bebes home and talk to her or go to the trophy garden go into the patch of grass and walk around it will be a low chance of finding him
