You can't capture it in the wild, but you can evolve it from Metang.

You have to raise a Beldum to Lv. 20 first to get a Metang, then raise Metang to Lv. 45 to get a Metagross. Beldum is a swarm Pokemon only found only by talking to the professor's Assistant's sister and see if Beldum is swarming.
