I have two questions
1. I have a Snorlax that knows Block, will that attack work for catching Cresslia?
2. Where do you get the item that makes Snorlax breed a Munchlax?

1. Yes it will as long as you can use it before Cresselia tries to run
2. Full Incense. It is in Veilstone City and you need Rock Climb

1. I believe so if it's fast enough but I suggest a golbat with mean look since they are much more common and much faster.

Block will work for forcing Cresselia to fight, but you might want a quick claw on Snorlax so he has a shot of going first.
