Go into the Great Marsh and when you first walk in you should see a guy with green hair. Talk to him to get it

Go to the Safari Zone. Once your in walk to the right and you'll see a guy. Go talk to him and he'll give you Defog.

Defog is in the Great Marsh. Just speak to one of the guys at the enterance.

To get that HM you need to enter the safari zone. Once your in there there should be two guys, one with a hat and one without a hat. Talk to the one without a hat to get that HM... (i think it is the one without the hat, if not then it is the guy with the hat).
