How do you make the gym leader in Hearthome City appear.Second,what level does Grotle and Staravia evolve?And what are there names?

Go to the Contest Hall and she is standing in front of it. Then go to the Gym and go through the right door, center, left and right again and she will be waiting for you there. Grotle evolves into Torterra at Lv 32 nad Staravia evolves into Staraptor at Lv 34

If you haven't evolved them yet, you're not ready for the challenge.
Grotle evolves around level 36 [too lazy to check] and Staravia evolves at level 34. Her Pokemon are levels 36-39, so try challenging the trainers in the gym because I KNOW you didn't beat them. No one else here does. And your Pokemon are not strong enough, so I take it that you AVOID the gym trainers. And trainers along the routes!
Because I battled everyone I saw when I played, and 4 of my Pokemon were in the early 40s. The other two were my HM slaves...
And against her, try to use dark pokemon, such as Murkrow or Honchkrow.

It's a rather long process read the walkthroughs for this game. As for the second question Grotle evolves into Torterra at level 32 and Staravia evolves into Starapter at level 34.

The Hearthome Gym Leader is FIFTH in line. You must beat the Veilstone and the Pastoria leaders FIRST. Grotle evolves into Torterra at Lv. 32. Staravia evolves into Staraptor at Lv. 34.

You have to beat the gym leader before her and grotle evolve at 32 and it's name is torterra ans staravia evolves at 34 and it's name is staraptor

For your first question, finish what you have to do in Celestic Town. For your second question, I don't know what level Staravia evolves, but it evolves into Staraptor. (Trust me on this. Staraptor looks COOL!) As for Grotle, it is supposed to evolve into Torterra at lv 36.

First thing's first, the gym leader in Hearthome appears after you clear the psyducks and get to Celestic Town, complete the events there, in other words, defeat the galactic grunt in the cave, and give the charm to the woman for HM03 Surf.
Second, Grotle and Staravia both evolve at level 36, and into Torterra and Staraptor respectively.
