Does anyone know how to get to harbor inn? Do I need a national dex?

Yes, you need the National Dex... But also you need the Member's Pass, obtained from a Nintendo Event when they come out, or by cheating.

The only way to get into that inn is to have the Mwmbership Card, and the National Dex. The Membership Card is only obtainable by a Nintendo Event, Mystery Gift, or by cheating.

You need to go to a Nintendo Event, or use AR. Also, if you've unlocked Full Moon Island, and have the Walk/Run anywhere code activated, keep going to the right of the island until you are in a Mystery Zone. Don't worry, this is normal. Just keep running until you reach New Moon Island. Enter the forest like thing, and you'll encounter Darkrai.

You have to do it by going to a Nintendo event or by cheating or hacking.

You can't go in there unless you have the Mambership Card, which is the key item to get Darkrai.
