Leafeon should be fine, just get rid of razor leaf and strength.

Delete Haunter's Shadow Claw for Hypnosis, then it'll be good.

Erm, I'm not sure why you taught your Luxray all Electric type attacks, but get rid of them. Elite Four Flint has a Steelix that is likely to own your Luxray.

Get rid of the HMs on Empoleon, excluding Surf.

Take Rock Smash off Riolu.

Also, your Pokemon are at outrageously low levels. You need to do some serious leveling before you even think of the Elite Four.

1. It evolves at level 40.

2. The Elite Four has a lot of Pokemon in the 60's area. I would train them all up until then.

3. Keep it in front of your team and give it berries it likes. Train it up like that about 10 levels. Then go to the footprint guy (he's east of pastoria city)he'll determine if you guys are friends. When he gives you the footprint ribbon train it up one more level and it will evolve.

I had trouble evolving it too but trust me Lucario is the worth the struggle!!

Your team isn't HORRIBLE, but it is pretty bad. Especially your Empoleon, poor little guy...
You should only have 3 HM "slaves". Bibarel, Staraptor, and Gyarados.
Bibarel knowing Cut, Strength, Rock Smash, and Rock Climb.
Staraptor knowing Fly and Defog.
And Gyarados knowing Surf and Waterfall.
Do not have your main team know any HMs, except for some decent ones like Surf.
I'm not the best with movesets from here, so I'm just giving your team a 6/10.

3. Riolu evolves by leveling him up during the daytime when his friendship with you is at it's max.

2. For leafeon, later you could replace magical leaf for leaf blade since leafeons attack is higher, replace razor leaf with aerial ace, strength with iron tail

For haunter, trade it so it can be a gengar,replace either shadow ball or shadow claw for sluge bomb to diverify attacks

For luxray, you can replace thunder for crunch, spark for iron tail, and thunderbolt for an attack like facade, secret power, hidden power [ice] or [water]

For empoleon, replace waterfall, brine, and rock climb for drill peck at lv. 52 or aerial ace, ice beam and earthquake, brick break, or flash cannon

For ponyta,make it hold leftovers or shell bell and let it have bounce(lv 44), flare blitz(lv 48) (let it evolve after it learns flare blitz at 48), and give it solarbeam and iron tail

For riolu, evolve it into lucario and let it have aura sphere, psychic, flash cannon, and water pulse. This moveset covers all of it's weaknesses(fire, fighting, ground)and aura sphere and flash cannon STAB, which helps it

3. Riolu evolves when it's friendship is maxed out and levelled up during the daytime

Nice team, but train up, highest level of champions Pokemon is around 67, and riolu evolves by happiness (check the app to see heart size) during the day

Your team needs to be trained more because the elite four is at levels 54-66. You shouold teach ponyta flametrower so use tm.
Riolu evolves when it's happiness is full and you level it up during the day.

2.Your team needs work. Your choices are good, but their attacks need a makeover. First, If you want a chance in the Elite 4, build them all up Past Lv. 50. I don't know how you got ahold of an Eevee this early, but I'll continue. Leafeon is a Physical attacker. Ditch Magical Leaf and Giga Drain for things like Dig, Iron Tail, and X-Scissor if you have them. Haunter also needs work. Trade him to a friend to get Gengar and ditch Dream Eater and Shadow Claw since Gengar has a horrible Attack stat and Dream Eater is useless without Hypnosis or another move that lulls people to sleep. Teach Psychic, Giga Drain, or Thunderbolt for the best results. Luxray is HORRIBLE. He will not stand a chance against Ground types or Volt absorbers for that matter. Keep only 1 electric move, and reteach him Crunch. Put Strength on him for a decent attack and Iron tail perhaps. Empoleon is also a Disaster. When you get to the Pokemon Leage, Ditch all but Surf, and Teach Him Flash Cannon, Ice Beam, and Earthquake. Ponyta needs to learn better moes too. He will learn Bounce later, so consider that. Also teach him a better Fire attack like Flamethrower. Stomp or TakeDown will work, but consider teaching him SunnyDay and SolarBeam. Once Riolu evolves into Lucario, Teach it Aura Sphere or Close Combat. Consider diversifying his moves by letting him learn Dragon Pulse. He can also go to the Move tutor to relearn Dark Pulse. Also teach him something like Earthquake. Your team needs alot of improvement so I will only give you a 5.5/10
