You have to have beaten the Elite Four and you have to have the National Dex.
To get to Pal Park fly to your house and go South by surfing with a pokemon.go east until you reach land. Pal Park is at the end. You must put your GBA game in the GBA slot and have the Pokemon you want to migrate in the Pc of that game, start up diamond again and you will have the option to migrate Pokemon at the start up screen.

ChaosBug7 answered:

First you put a GBA Pokemon game in the Dual slot. Then when you start the game, instead of going to continue, choose Migrate from _____. This option will allow you to migrate Pokemon from your GBA games. Be careful though, once you migrate, the GBA game will not get them back. You can only migrate Pokemon who do not know HMs and that are in your box. You may only migrate 6 at a time. Once you are done migrating, you cannot migrate from that same cartrage for the rest of the day. Start your game and head to Pal Park. It is located on Route 221. Pal Park allows you to recapture your Migrated Pokemon. Don't worry, the Park balls act like Master Balls, so catching them is a snap. They will be found in the geological area that makes the most sense.

Insert a FR/LG/R/S/E game in the bottom of your DS and when you stat to play, on the main menu, choose Migrate from the game you inserted in the bottom. Then choose the six Pokemon (there has to be six) you want to send. Then go catch them in pal park.

UmbreonDude_ answered:

You go to the Pal Park, located to the southeast of Sandgem town (surfing). You also need to get the National Dex from Prof. Oak.

RevengeRacer answered:

It is an option at the start menu

arnikitty answered:

It's easy, you need one of the old Pokemon gba games. You put it in the ds and start up diamond, then there will be an option to migrate Pokemon from whatever game you put in on the main menu when you start the game. You have to migrate 6 Pokemon, it won't let you bring any less, and they all have to be in a box on the pc on the gba game. Then go to pal park and go on a catching spree and the 6 you migrated will be what you catch.

v-gamer answered:

Insert a GBA Pokemon game, and at the start screen of Diamond, where you select "Continue", go down to "Migrate from ______". In there, select 6 Pokemon to migrate from that game to Diamond. Then, just play Diamond and go to Pal Park and catch the 6 pokemon.

And it's not just finishing the Sinnoh Dex. You have to obtain the National Dex.

Xenos answered:

Put the game cartidge in the gba slot and start up d/p and select migrate from the menu choices good luck

superknight answered:

After you get the national dex you will find in the start menu (when you first tut on the game), Continue, new game and then you will find Migrate Pokemon from ( the name of the Pokemon GBA version name) for example I have leaf green Mine is Migrate Pokemon from leaf green.

Hope I helped.
