You must have the membership pass to enter. If you do not have it, don't worry about it. You can't get in until you have the National Dex as well. To get the pass, you must cheat, Mystery Gift, or go to a Nintendo Event. The inn gives you a chance to catch Darkari. That is the only purpose the inn serves.

You open it through a live event hosted by nintendo thats how you get darkrai

You can only open it with a membership card which is only available in the game with either cheats or nintendo event

That Inn is the start of the event for Darkrai. There is an AR code to get the "Members Pass" to get into there. Otherwise you will need to go to an nintendo event to legitly get it.

You can't go in there unless you have the Membership Card, which is the key item to get Darkrai.
