He's in Entera City, just above the Gym, in that Apartment building.

Name rater would be in Eterna city building right next to the pokemart talk to the old guy.

In Eterna city right next the the pokemart, theres a apartment and on the first floor there will be a old man sitting at a table and hes the name rater.
