The only way you can open the temple in snowport city is if you have all Regirock, Regice, and Registeel in your party, which you can get by going to the palpark and trading them from Pokemon sapphire, ruby, or emerald.

You have to beat the Elite four. (If you bring in the Regis from a GBA version and go there Regigas will appear.)

You mean Snowpoint Temple? You need to obtain the National Dex and beat the E4.

You can enter the the temple once you get the national pokedex but to get Regigigas you must have Regirock, Regice, and Registeel.

You must first Obtain the National Pokedex. Then, Get regirock, Regice, And Registeel In your party. Get to the bottom of the temple and there you will find Regigigas.
