How do you get Phonie and Shaymin those are the last 2 Pokemon I need for my pokedex.

Shaymin and Phonie are only obtainable with events. Here is how to get both.
Phonie- To aquire Phonie, you must breed a Manaphy with a ditto at a daycare center. The egg should contain Phonie.
Shaymin- This Pokemon will require a Nintendo event, mystery gift, or cheating. You must have an Oak Letter. Head to route 224 and head for that stone tablet. Oak will ask a few questions. After you answer them, (I don't know if there is a right or wrong answer, I only did it once) Flowers will bloom in the soil and a pathway will extend. Use the bike with the speed gear on (it is a loooooong walk.). Shaymin will stand in the middle of Flower Paradice. It is Lv30 when you fight him. He does heal and has a lum berry to boot. The codes for the letter can be found on this site if you want to cheat for it. The option is up to you.

To get Phione just breed Manaphy with ditto.You need to go to a nintendo event to get Shaymin.

Shaymin: obtain the "Oak's Letter" by cheating or going to a Nintendo Event when it comes out, and go to the end of route 224. Go up the extended route that leads to Flower Paradise and battle the level 30 Shaymin.
Phione: trade Manaphy from Pokemon Ranger, and breed Manaphy with a Ditto and hatch the egg to get Phione.
But they aren't required for you to complete the National Dex, or even the Sinnoh Dex.

Phione can be obtained by Breeding Manaphy with a ditto. Shaymin can be obtained by getting one over GTS, Or use the event code and go to Route 224 to Speak to professor oak. Then, A Long path will appear. Go down it and Find Shaymin.

Pione - get a manaphy from a friend or Pokemon ranger. Breed it with ditto or ditti and get the pione egg. Walk 10,500 steps to hatch.
Shaymin - In 2009, oaks letter was sent to get shaymin in the garden.

You have to mate Manaphy with ditto and then you have to do the event for shaymin but since the event has already passed then you have to trade.
