You use the pc after you buy a seal. Seals can be found in Sunyshore City. It is the building with the widest door.

You go to your PC on the computer and choose "ball capsules."

You go to the PC, and go to your PC. Then, go down to Ball Capsules and put the seals on it. You can get seals in Sunnyshore City.

You get them at sunnyshore city at the big store close to the Pokemon center you put them on at any pc
