Alright is there a way that you can get oaks letter or the other thing to catch the legendary's or only an event thing

You can only aquire the Membership Card, Azure Flute, and Oak Letter through a Nintendo Event, Mystery Gift, or Cheating.

You can by doing AR or Gameshark, but that's the only way, besides going to the event.
