You have to go to the Lost Tower. It is all the way at the top. If you don't know where the Lost Tower is, it's south of the town with the Day Care.

It's in the tower below Solaceon Town. It's kind of like a Poke'mon Sanctuary, but anyway, go to the top, and an old lady gives it to you.

From the old woman at the top of Lost Tower, on Route 209, I think.

The route right below Solaceon Town, go into the Lost Tower and enter the top floor. Strength is up there.
