In order to get in to both areas, you need the National Pokedex. See all 150 of Sinnoh's Pokemon and then talk to Professor Rowan

1. It is south of Sandgem town. Once you surf you keep going on that oath until you reach it. You need a National Dex to enter it.

2. You need a National Dex.

Finish the sinnoh dex and get the national dex

1)Go to the end of route 221.

2)You need the national dex.

1. The only way you can get into the palpark on route 221 is if you compleate the national pokedex.

2. The way you get past the people is completing the national pokedex which is where you see all the Pokemon in the sinoh region.

1) After you get the National Pokedex, Surf southeast of Sandberg town, and you'lll come across a grassy area. Go to the east a little more, and you'll find a building. That's the Pal Park.

2) You need to follow your Rival, or go to the Survival Area.

To answer both questions, you need to obtain the National Dex [obtained by seeing all 150 Pokemon in the Sinnoh Dex].

Pal Park is located at the end of Route 221.

You Need The National Dex For Both.

1) From Route 219, to Route 221. You will need to start from there, and end there. Then, Pal Park lies there.
2) Hmm? You need to visit Pal Park first, I'm pretty sure.

To get to palpark you need a national dex and once you get it go to sandgem town and surf to an island.

First go to sandgem town
Then go sought and use your surf
After you pass little island there will be 2 ways sought and east
Choose east one (it`s faster) keep going this way until you reach land
Then go east again
And there will be pal park
In short words it's in route 221

You have to get the national dex and talk to Professor Rowan and then a pal park will open you have surf to get there.
