1: WHAT THE!?!? That's not normal! Maybe you had the Wild Pokemon Modifier code on and had like 250 or 249 masterballs, something like that makes a ho-oh or Lugia appear. But, if your POSITIVE you werent using that cheat or if you don't even have an Action Replay............Thats just weeeeeeeeeeird.
2: You don't need any kind od link. You just need a Nintendo Wi-Fi connector, or you can go to Wi-Fi hotspot. A lot of restaurants have them like Mcdonalds. They will have a sign somewhere that says WI-FI HOTSPOT.

1. No it isn't. You cheated with an AR or Gameshark, or you have a glitch in your game.
2. You will need a wireless router to play online. Some are not compatible with the DS, so look on Nintendo's website to find which are.

2) You could use an Access Point, or get a USB Connecter. USB Connectors are found at places like Best Buy, and Circut City.
Weird. Are you using an Action Replay?; because Ho-oh is not part of the catchable Pokemon.
If you do not have wi-fi internet, You can pick up Nintendo Wi-Fi USB Connector at local areas that sell videogames. Just plug it in to a Windows XP USB port and install the disk. Your DS should pick up the signal if your within 30 ft of it.

2. You don't need anything you just go in the connection room and do whatever you want to do. WI-FI is built into the DS.

2. The things you need are a broadband enabled computer and a wireless USB aadapter. Or you can use a wireless hotspot, such as many McDonald's.
I don't have AR or GAMESHARK so I had a 1 in a 1,000.000 glitch cool and I didn't have a gba Pokemon game in it I did not get it I hit it once and it fled the battle man that sucks it did not get added to my pokedex weird
