I believe you have to obtain 20 ribbons before you can go in there

In order to get in the building, your lead Pokemon must have at least 10 Ribbons on it. After the first time you enter, you can walk in without it.

One of your Pokemon in your party has to have 10 ribbons TOTAL. They don't all have to be contest.
