I have 2 questions.
1. When you go to pal park do you always catch the Pokemon you transfer from e/r/s 100% success?
2. If you don't can you still try to capture the Pokemon from e/s/r if you fail to catch it the first time?

Yes. Also from FR/LG. You're only given 6 park balls, hence you transfer 6 Pokemon. It wouldn't be fair if they only gave you 6 park balls to catch 6 pokemon. So yes, it's a 100% catch rate, no matter the pokemon.
1) It catched it 100%, no worry. It's just finding them that's the hard part.
2) Not needed.
Yes you do the Pokemon rome around so you don't know where they are but those are the only pokes there the parkball never fails because it's like calling back the pokemon
Park Balls have a 100% capture rate, eg, impossible not to catch Pal Park Pokemon, because there's no "Run" option.
When you throw a ball at it, you catch it. Always. No exceptions.
