1. You get a free one from Bebe in the house next to the Pokemon Center in Hearthome City, or you can find some in the Trohpy Garden, route 212, I think?

2. You insert a GBA game in your DS. Then, at the start screen, where you normally go to continue your game, go down and select "Migrate from _____". Select 6 pokemon in your PC in that game, and then when you're done, go back to the start screen and continue your game. Then, go to Pal Park at the end of route 221, and then just catch the pokemon you migrated.

3. You use it in grass patches. It recharges every 50 steps.

You use the pokeradar walk in grass don't run or be on bicycle stand on grass use pokeradar some grass will move go to that grass and battle Pokemon shiny grass means shiny pokemon

Deoxys10999 answered:

1. Migrate one from R/S/FR/LG/E.
2. Once you have the National Dex, go to Pal Park(at the end of Route 221), save and turn off. Then, insert a GBA game into Slot B of your DS/DS Lite, and Pokemon Diamond into Slot A, load Pokemon Diamond and from the MAIN MENU, select "Migrate from (game name)". Select the Pokemon you wish to migrate, then select "Okay". The chosen Pokemon will now be in Pal Park, but will be erased from your GBA game.
3. Go to any patch of tall grass and use it, some grass spots will start to wiggle, walk over to them immeadiately and you will find an exclusive(or not so exclusive) Pokemon.

a blind kid answered:

1.Get one from Bebe in Hearthome City after you get the National Dex, or use the Pok'eradar in the back of the Pok'emon Mansion.
2.Put a version of an older game into the GBA slot of your DS, and when you boot up your game, an option will pop up on the main menu saying, "Migrate From (whatever game it is)." Pick that, and you can pick out which Pok'emon to migrate in between games. You cannot transfer them back. After you've done that, go to the Pal Park on Route 220 and start a catching run. Depending on the Pok'emon you migrated, they will appear in different areas of the Pal Park.
3. Go into a patch of grass and use it (get off your bike first; that's the first mistake people make). You can find certain Pok'emon you wouldn't normally find in the grass. When the grass moderately sparkles, it should be a rare Pok'emon. If it shines like mad, it's a Shiny Pok'emon hiding in there, so go get it without running into other Pok'emon (use repels and don't walk into other shaking patches of grass).
Whew... That was alot of typing...
