When you've obtained the Oak's Letter by cheating, or going to a nintendo event when they come out, beyond that white rock is an extended route that leads to level 30 Shaymin.

Its for Shaymin the Legendsry Pokemon. This Pokemon you only get it from Nintendo Event or a easy way Action Replay. ( The Pokemon is level 30.)

If you use the item oak's letter on the rock a path with appear that leads you to shayman

If you go to a Nintendo Event and get an item called "Oak's Letter", go to that rock and you will find that the route has been extended behind that rock. Follow the route to a place called "Flower Paradise" and Shaymin will be there waiting to battle you at level 30.
