Question for Pokemon Diamond
Where can you catch or see Lumineon and Drifloon? Also how do you get to the resort area? 2 guys are blocking the way to get there and wont move

To see Lumineon, there is a Swimmer on Route 223 that has one. A Drifloon will appear at the Valley Windworks every Friday, otherwise a trainer in the Hearthome Gym has one and as for your last question, I can't help you there

You need the national dex that you get from rowon after you complete the sinnoh dex

Lumineon: a few trainers along route 223 has him.
Drifloon: found in front of the Valley Windworks every Friday.
You need to obtain the national dex to get them to move, because there are national Pokemon along that entire island.

To get to the Resort and Survival Area, you need to complete your pokedex.

Lumineon - A Swimmer on Route 223 has it. You could also evolve your own Finneon at Level 31.
Drifloon - Valley Windworks on Friday's only, or trainers in the Hearthome Gym, if you were like me and got the questions wrong on purpose, for the purpose of extra training.

To get drifloon go to the valley windworks on fridays he will be there every friday so get as many as you want
Lumineon evolve it from finneon at level 31
To get past the guys you have to get the national pokedex
