Transfer them from Emerald(completing the national dex there lets you pick one), or cheat, or, the easiest way, look for someone trading them over Wi-Fi or GTS.

Transferring them from Emerald, because you can get a free one in emerald if you complete [capturing] all the Pokemon in your Hoenn Dex. Anyway, the only other way is to cheat.

You need to use the GTS, or import them from your GBA Games.

After completing the Sinnoh Pokedex you get the National Dex.after that, you can migrate Pokemon from ruby, sapphire, emerald, firered or leafgreen to Pal Park and catch them there.

Migrate from old gaes, make sure your game I plugged in then at menu hit migrate, then you can catch them at pal park. Bewarend once they transfer there is no brining them back.
