Most likely.
But if you already have a Deoxys, just go to Veilstone City and talk to one of the boulders there. It will change your Deoxys' form.
There are 4 boulders, hence the 4 forms of Deoxys. I don't know which boulder is which, but you can try and test it out yourself.
If you don't have a Deoxys, either look in the AR section on this site or on others, or google the cheat.

No, but according to Serebii, in Veilstone City, you have the ability to change your Deoxys form. In the east of the city there are 4 Meteorites. When you take it to a certain Meteorite, you can change Deoxys' form.
