When pichu really likes you or loves you (this can be done by training it), it will evolve.
Note: Give it a Soothe Bell it will evolve quicker.

You should level it up, or just make it happy in general. Then when it has two big hearts on it, level it up, and it should evolve.

If you try to catch one pichu make sure you use a Luxury Ball it raise your closenest to each other.If you already have one pichu and his in a different Ball (other than Luxary Ball) have pichu hold Soothe Bell (you can get 1 at the Mansion from a maid) then level it up by battling trainers or battling wild Pokemon, just keep battling until it evolves.(it works better between 7am-5pm)
The fastest way evolving pichu to pikachu is get tons of vitamins and couple Rarecandys.(vitamins=HP Up, Carbos, Protein etc.)
Feed pichu tons of vitamins until he can't eat anymore (message will appear,"It won't have any effect") then level it up using rarecandys or battle it with wild pokemon.(less than 5 level up it will evolve)

just make it a bit happy a freindship evolution works by making the pokemon a little or a lot freindy towards you

He will evolve when its ready. Depends if he likes you or not. Just keep leveling and feeding it the berries it likes, he will evolve soon.

It will evolve when you give it enough happiness.So you need to battle over 200 battles or give it some berry.Hope it helped.

I have been raisin my pichu since level 23 now it is level 40 with a soothe bell and it still doesn't evolve... WHY?

A Pichu evolves by happiness and the best way to do that is to give it berries, poffins, and to level up.

A pichu evolves through a stage of happiness. It is very useful to evolve a pichu if you caught it with a luxury ball. Then you can give it berries, poffins, and other items to the description of helping with happiness.

The Soothe Bell (make Pichu hold it)
When in battle, heal it when it gets low health, that shows you care for it
You can also travel with it in the front of the party, sometimes that makes it have a slightly stronger bond with you.
