How come, on wifi, some people can search for Lugia,Latios etc.? I know that you have to have at least seen them, but they don't appear anywhere in Shino, and if they already own one...why search? Plz tell me how to search for legendaries/ Pokemon you haven't seen!

Importing them from previous GBA games... I guess they want more than one of the same legendary.
The people who search for those Pokemon probably use Action Replay to complete their pokedex so that they can search for any Pokemon they like.
You cannot search for a Pokemon that you 'have not seen' in the game. You need to Trade, Battle, or use Action Replay to get your Pokedex Complete 493 total pokemon.
Trade:
You can migrate you old Pokemon from your old game like Leafgreen, Firered, Emerald, Ruby and Sapphire.
You need to Un-lock Pal Park (Beating the Elite 4 and having the National Dex)
Be Advise:
1.Only 6 Pokemon a day to migrate, don't try to change your DS time setting it will re-boot your migrate to 24 hours be advise.
2.Remember if you migrate your Pokemon from your old games you will lose it from your old game. (for short you are transfering your Pokemon from old games to new games)
Action Replay:
If you Action Replay just boot the code (Complete 100% Pokedex) and voala you can search any Pokemon you want.
