I think you have to take it to the move tutor and then it will learn ancientpower. You get heart scales in the underground. If I'm wrong look on www.serebii.net.

It learns Ancient Power at Level 1, so you'd need to use that Move Tutor dude in Pastoria City.

Piloswine doesn't actually LEARN AncientPower, but he can re-learn it. You have to find a heart scale underground, and give it to the move tutor in Pastoria City. Then, re-teach Piloswine AncientPower.
