Number 45 is Vilplume (on the national) and Burmy is no.45 on the regular one. Tangela is no.114 on the national, and Unknown is 114 on the regular one. You get the national pokedex by seeing all the Pokemon, talking to Prof.Rowan and he gives you the national pokedex. Then Prof.Oak comes in and gives you the Poke radar.

Number 45 is Burmy, in Eterna Forest a Bug Catcher has it.
Number 114 is Unown, in the Solaceon Ruins you can see it.

To get the National Dex, see all of the Sinnoh Dex Pok�mon and go to Rowan.

#45. Burmy. Found from a bug catcher in Eterna Forest, caught on Sweet Honey Trees.
#114. Unown. Found only in the Solaceon Ruins, southeast of Solaceon Town.

You get the National Dex by completing your Sinnoh Dex.

#114- Weavile

You get the National Pokedex by seeing every single Pokemon in the Sinnoh pokedex.
