I'll tell you where, but let me tell you: you only need to battle all the trainers in the game, and that will help complete the pokedex the easy way. The hard way is to catch them all, BUT you can find the good rod along route 209 from a fisherman.

Route 209, a Fisherman gives it to you.

But why do you need the Good Rod? You just need to see the trainers.
