To get to Sunnyshore city, you must obtain the first 7 gym badges and then battle Dialga/Palki. Once this is done, the guy blocking the entrance will have disapeared.

Make sure you have up to 7 badges, first.
Then, go here: http://www.supercheats.com/nintendods/walkthroughs/pokemondiamond-walkthrough01.txt
When there, type Ctrl + F, and then type in s5.8.1. It will bring you up to what you need to do.
All in all, to get to Sunnyshore City, you need to battle/beat Dialga on the top of Mt. Coronet. But that walkthrough will guide you step by step.
