Well, there are no power plants in the game, but there are a couple of factories, I guess... The Valley Windworks and the Fuego Fireworks are both on route 205. You have 100% access to the Valley Windworks, so I'm guessing you're asking how to get to the Fuego Fireworks. Well, along route 205 there should be a stream. Simply surf up the stream, requiring up to 5 badges, and go as far north as you can and you'll reach the Fuego Fireworks. Also, south of that is the secret entrance, I guess, to the flowerfield in Floaroma Town. You can find a Miracle Leaf and Leaf Stone there.
