First you must go to the top if mount stark, the guy will take the ruby to his grandpa in the northwest house in survival area. His grandpa will tell him to put it back, so you go back to the top and you find heatran there. (P.S. Save it when you get infront of him and don't use your master ball.)

You find Heatran at the top of Stark Mountain, it will be at Level 70.

Well I assume that Buck already obtained the Magma Stone, or whatever it's called, in your game. So fly back to the Survival Area and go in the house west of the Pokemon Center. Talk to Buck and he'll "go put back the Magma Stone". So go BACK to that same room in Stark Mountain, and Heatran will already be there, either male or female, at level 70.
