Hey. Can somebody please tell me when I should evolve my roselia?
Also, who is uses the shiny stone to evolve, and can I get more of them?

I think you should evolve the roselia at around level 50 so it can learn really powerfull moves.

Roselia evolves into a Roserade using the Shiny Stone. [Imagine that! I answered your first question =)]
And also, Togetic evolves into a Togekiss using the Shiny Stone.
Yes, you can find two total in-game; one in the back of the cave on Iron Island, and one on route 228.

Roselia at Level 28, then evolve it into Roserade. Make sure it has Giga Drain and Toxic Spikes before evolving, then use Sludge Bomb and at another point, Calm Mind for an awesome set. Toxic Spikes to just give everything a Status condition, Giga Drain for recovery, Sludge Bomb for STAB and a great attack overall. Calm Mind to boost that already insanely high Special Attack.
