You can get Eevee from two locations.
1. Bebe after beating the League and getting the National Pok�Dex.
2. Trophy Garden. Eevee is VERY RARE IN THE TROPHY GARDEN!

You can get one from bebe the one who created the PC system at the Pokemon center.

In Hearthome City, there is a house to the right of the pokecenter, go in there and talk to Bebe. If you have space in your party, she'll give an Eevee, but only after you get the national dex.
