Go to a Nintendo Event, whenever it's launched, OR use a cheating device to activate the events. Go from Canalave to the islands.

There are two ways of activating the Pokemon events:
1. You can use an action replay and put in the codes to activate the events.
2. You can wait untill the nintendo events to happen in the USA or wherever you live and obtian the item there.
