Help Riley through Iron Island and he'll give you a Riolu egg (Riolu is the pre-evolved form of Lucario)

The only way to get a lucario without trading is to get the egg from the guy you team up with in iron cave(so have spot in your party for your egg) iron cave after the egg hatches you will have a level 1 Riolu. I put a exp share on my Riolu and it evoled at level 37 if you don't want to wait that long you could give it a soothe bell and train it by hand as it evoles with care.

There isn't really a best way you have to go into this special cave then go half way and you should see a guy with blue hat talk to him lead him out and he will give you rioulu the pre-evolve of lucario.

Go to Canalave City and take the ferry to Iron Island. Help Riley through it and if you have the space, you get a Riolu Egg, which is the pre-evolved form of Lucario. To make it evolve, be friendly to Riolu during the daytime and Level it up.
